Yes. Minor scratches or scuffs on the protective coating are common during packaging and shipping and do not affect the safety or performance of the brake rotor.
Most premium brake rotors are coated with a protective zinc or anti-corrosion finish to help resist rust on the hub and other non-friction surfaces. During normal driving, your brake pads will quickly wear this coating off of the braking surface, while the coating remains on the rest of the rotor to help protect against corrosion.
Cosmetic marks in the coating do not compromise the structural integrity of the rotor and are not a cause for concern. If the rotor has no signs of physical damage, such as cracks, chips, or heavy impact damage, it is safe to install and use.
